Since I was away from Canada for ten days, my declaration limit was $800 which was way higher than what I needed for a duty free purchase. I was quite happy with the eight large bags as this dog litter box supply will last us through the winter for sure. If I was not able to get so many bags from these two pet stores, I was prepared to go to another Petco further north off Military Trail in Niagara Falls since I had to pass by there to the border anyway. But I did get enough already.

But, I read you can start by buying a regular cat litter box and put a 1 inch layer of litter (I would try Yesterday's News pellets made from old newspaper, or Feline Pine which is pine pellets, or Purina dog litter, first in case one dog tries to eat some) on the bottom of the pan. The next time your dog has an accident, clean it with some paper towel and put it in the litter box for the scent and encourage your dog to use the box instead (or start with the puppy pads and add a little bit of litter over time). Any dog poo can be picked up with toilet paper and flushed every morning and every night, and urine spots can be scooped daily so there shouldn't be any odor issues. Good luck.

In my mind, the dog litter box system is less messy since all dog urineandfeces stay inside the box. Actually the Second Nature pellets absorburine much better than normal newspapers. Theonly complication I observed with the pellets is that both puppieslikedto chew and eat them at times. Purina claims that ingestion of thepellets itself is not harmful to the dogs since they are justcompressed papers. This will result in more feces production until thedogs can stop this habit. The dog litter is non-clumping so it will notget stuck inside the canine digestive system unlike normal clumping catlitter. It is considered unsafe to use clumping cat litter as asubstitute for the Purina dog litter. Eventually, both of my dogs grewout of this habit anyway.I haven’t tested any of these other dog litter boxes yet so I can’t report for sure on just how good they are in controlling odour and whether they need to be replaced or not. However, if you don’t want to keep buying dog litter, these are options to explore.
