I still don’t get what you’re accusing Cruz / his staff of. If this was the sort of thing that was featured as a dog whistle on the West Wing, do you think that makes it more likely to be a dog whistle in reality? Or just that they had atrocious judgment for using something other people would was a dog whistle?

These whistles are designed specifically so that you can't hear them, which makes them considerably less irritating when used as a training tool. A whistle itself is relatively simple -- when you blow into it, it creates noise by allowing the air to escape through a small opening. The shorter the tube, the higher the pitch, which is why dog whistles are generally so short.
1) Dog Whistles are Not as Modern as Thought…
Dogs are able to pick up a wide range of sounds that humans simply cannot. This is because of how sound waves travel. A sound's pitch is measured in hertz -- 1,000 hertz is equal to a kilohertz. The lower the number, the lower the pitch. Humans can detect sounds up to around 23 kHz, but dogs can hear them up to around 45 kHz. This means that when you blow into your high-pitched dog whistle, he can hear it, but your ears just aren't built to do the same.
Trump's Assassination Dog Whistle Was Even Scarier Than You Think
This whistle is a "silent whistle". It is used to give commands to dogs over distance just as any other whistle is used. It is called a "silent whistle" because it operates on a frequency above that of the average person's hearing. Most people will hear a faint sound. In other words it is very LOUD to dogs but very QUIET to people.A silent dog whistle will not make a dog stop barking. It will not do it. I don't care what you've read on the internet. It won't do it. So if you have a neighbor's dog that's barking, don't buy this thinking that it's going to stop them from barking, because it's not. That's not what it's designed to do.This is the Acme silent dog whistle. We sell a bunch of them. I think the majority of people that buy them are trying to do something that they won't do. So I may be talking you out of buying it, but that's OK.The other thing about a silent dog whistle is they're not totally silent. You are going to hear a couple of things even when it's tuned down. The biggest thing you're going to hear is the air blowing through it. that's something I like to point out to folks. But it is quiet. And you have the ability to tune it depending on what frequency you want simply by twisting it.
